Bill 6 The Sign Languages Recognition Act/Loi sur la reconnaissance des langues des signesThe Sign Languages Recognition Act recognizes sign languages as the primary languages of communication for the Deaf and Deaf-Blind communities in Manitoba.

Bill 13 The Residential Tenancies Amendment Act/Loi modifiant la Loi sur la location à usage d’habitationThe Residential Tenancies Act is amended to

  • require a landlord to file information about each of their rental units with the Director of Residential Tenancies;
  • require a landlord to provide at least 24 hours’ notice to the current tenant before showing a rental unit to a prospective tenant;
  • require the provisions of the Act dealing with rent regulation to be reviewed by the director every five years;
  • provide that a decision against a tenant that does not involve safety or unlawful activity must be removed from public access after seven years, or earlier on application of the tenant;
  • authorize an administrative penalty to be issued for failing to comply with any order made by the director under the Act; and
  • increase the maximum administrative penalty amount from $5,000 to $10,000.

Bill 15 The Consumer Protection Amendment Act/Loi modifiant la Loi sur la protection du consommateurThe Consumer Protection Act is amended. A supplier of a consumer good designated in the regulations must make the parts, tools, software and manuals necessary to repair the consumer good (the “means of repair”) available to the buyer. Subject to the regulations, the means of repair must be made available for a reasonable time period after the sale, at a reasonable price and within a reasonable time period after the buyer requests them. The supplier must disclose to the buyer before the sale if the supplier is exempted from any of these requirements.

Bill 20 The Manitoba Hydro Amendment Act/Loi modifiant la Loi sur l’Hydro-ManitobaThe Manitoba Hydro Act is amended to enable the corporation to establish a curtailable power program for customers engaged in cryptocurrency operations. Under the program, a customer’s supply of power may be temporarily reduced for the purposes of the program.

Bill 21 The Drinking Water Safety Amendment Act/Loi modifiant la Loi sur la qualité de l’eau potableThe Drinking Water Safety Act is amended to expand the director’s authority to classify water systems. The director’s classifications must be made in accordance with the regulations and approved by a medical officer. Amendments also address situations when the owner of a water system cannot be identified. In these circumstances, the director may order the person who owns or controls the land on which the water system is located to take responsibility for the water system. In addition, administrative amendments are made.

Bill 26 The Health System Governance and Accountability Amendment Act (Eliminating Mandatory Overtime for Nurses)/Loi modifiant la Loi sur la gouvernance et l’obligation redditionnelle au sein du système de santé (fin de l’imposition d’heures supplémentaires aux infirmiers)The Health System Governance and Accountability Act is amended to enable the minister to establish benchmarks for eliminating the use of mandatory overtime for nurses. Operators within the health care system must develop plans for ensuring that they comply with the benchmarks. Related amendments are made to The Licensed Practical Nurses Act and The Regulated Health Professions Act to provide that a refusal by a nurse to work overtime in non-urgent circumstances is not professional misconduct or a breach of the duty to provide care.

Bill 27 The Declaration of Principles for Patient Health Care Act and Amendments to The Health System Governance and Accountability Act/Loi sur la déclaration de principes sur les soins de santé offerts aux patients et modification de la Loi sur la gouvernance et l’obligation redditionnelle au sein du système de santéThe Declaration of Principles for Patient Health Care Act sets guiding principles and expectations for Manitoba’s health system. The Health System Governance and Accountability Act is amended. The minister may obtain advice from the provincial health authority about critical incidents and share information about critical incidents with other health authorities for the purpose of preventing similar incidents from occurring in the future.

Bill 28 The Health System Governance and Accountability Amendment Act (Nurse-toPatient Ratios)/Loi modifiant la Loi sur la gouvernance et l’obligation redditionnelle au sein du système de santé (ratios infirmier-malade)The Health System Governance and Accountability Act is amended to enable the minister to establish nurse-to-patient ratios by regulation. A health authority, health care organization or health corporation or other person in receipt of payments or funding from a health authority that is subject to a ratio must implement the ratio and prepare a plan to ensure compliance.

Bill 32 The Improving Access to Breast Cancer Screening Act/Loi visant à améliorer l’accès au dépistage du cancer du seinThe Improving Access to Breast Cancer Screening Act is established. The cancer authority must establish a screening plan to ensure that individuals who have an increased risk of developing breast cancer are eligible to access breast cancer screening services. The cancer authority must also establish a plan to increase access to breast cancer screening throughout Manitoba. The plan must set out annual targets respecting the rate of participation in screening programs. The plans must be updated every five years. The cancer authority and the provincial health authority must prepare an annual report on the extent to which the established targets have been achieved.

Bill 34 The Interprovincial Subpoena Amendment Act/Loi modifiant la Loi sur les subpoenas interprovinciauxThe Interprovincial Subpoena Act is amended to broaden its application to include subpoenas issued by a board, commission, tribunal or other body or person with that power, whether located in Manitoba or elsewhere in Canada. Administrative amendments are also made.

Bill 37 The Environmental Statutes Amendment Act/Loi modifiant diverses lois en matière d’environnementThe Dangerous Goods Handling and Transportation Act and The Environment Act are amended to

  • prohibit giving false or misleading information to a person administering these Acts;
  • extend the deadline to initiate the prosecution of an offence from one year to two years;
  • enhance the authority to make regulations respecting fees, including authorizing fees for inspections and document review and preparation; and
  • expand and clarify the information that is made available in the public registry.

The Waste Reduction and Prevention Act is amended to determine the amount of the waste reduction and recycling support levy by regulation.

Bill 38 The Public Schools Amendment and Manitoba School Boards Association Amendment Act/Loi modifiant la Loi sur les écoles publiques et la Loi sur l’Association des commissions scolaires du ManitobaThe Public Schools Act is amended as follows.

  • The meaning of “bullying” is expanded to include conduct that creates a negative or unsafe school environment for groups or classes of persons. The use of artificial intelligence is recognized as a potential form of bullying.
  • A school’s code of conduct must address the appropriate use of artificial intelligence. The code of conduct continues to apply to students but no longer applies to staff.
  • A school board must appoint a qualified person to be the superintendent. The superintendent is responsible for the general administration of the school division or school district and is to oversee or participate in the hiring of employees of the school division or school district.

A consequential amendment is made to The Education Administration Act. The Manitoba School Boards Association Act is amended to allow Indigenous educational organizations and other organizations to become members of the Manitoba School Boards Association.

Bill 39 The Manitoba Hydro Amendment and Tax Administration and Miscellaneous Taxes Amendment Act/Loi modifiant la Loi sur l’Hydro-Manitoba et la Loi sur l’administration des impôts et des taxes et divers impôts et taxes – Amendments are made to The Manitoba Hydro Act and The Tax Administration and Miscellaneous Taxes Act. Customers who are engaged in cryptocurrency operations or who operate large-scale data centres and other large power supply projects that are prescribed must pay a levy on the power supplied to them by Manitoba Hydro. The rate of the levy can vary based on the purpose for which the power is used and, if no rate is set by regulation, the rate is 100% of the amount the customer is billed for power. Amounts collected under the levy are included in the revenue of Manitoba Hydro.

Bill 40 The Elections Amendment Act/Loi modifiant la Loi électoraleThe Elections Act is amended to require a candidate to disclose whether they have contravened The Conflict of Interest (Members and Ministers) Act. Disclosure is not required if the Assembly ordered that the member be reprimanded as a result of the contravention.

Bill 41 The Promoting Inclusion in Amateur Sport Act/Loi sur la promotion de l’inclusion dans le sport amateurThe Promoting Inclusion in Amateur Sport Act is established. Each provincial sport organization must adopt an inclusion policy that promotes the participation of persons from underrepresented groups in the sport. A provincial sport organization’s board members and staff must complete inclusion courses specified by Sport Manitoba. A provincial sport organization must conduct an assessment of participants in its sport to determine if there are underrepresented groups in the sport. The organization must prepare a report each year that reviews its efforts to increase participation in the sport.

Bill 42 The Motor Vehicle Statutes Amendment Act/Loi modifiant diverses lois en matière de véhicules automobiles – This Act amends The Drivers and Vehicles ActThe Highway Traffic Act and The Manitoba Public Insurance Corporation Act.

Drivers and Vehicles Act – The term “antique motor vehicle” is to be defined in the regulations. A driver training school must enter a written contract with a student and the student may cancel their contract and receive a refund in certain circumstances. A school must make information available to the public about their operations and file an annual report with the registrar. The registrar is required to maintain a public registry of these schools. Driver training schools are no longer governed by The Private Vocational Institutions Act. References to registration documents in The Off-Road Vehicles Act are clarified.

Highway Traffic Act – Amendments are made to allow a farm truck to be used to transport any individuals and a light farm truck to be used to transport property for the personal use of the owner or a family member or employee of the owner.

Manitoba Public Insurance Corporation Act – Amendments are made to expand coverage for counselling services. A person who witnesses a serious accident or is a family member of a person seriously injured in an accident is now entitled to reimbursement of expenses incurred for counselling. The corporation is given discretion to reimburse the expenses of a victim in instalments, if the victim requests it, and to pay these expenses directly without a request from the person entitled to reimbursement.

Bill 43 The Highway Traffic Amendment and Drivers and Vehicles Amendment Act/Loi modifiant le Code de la route et la Loi sur les conducteurs et les véhiculesThe Highway Traffic Act is amended to

  • govern the use of low-powered personal electric vehicles such as electric kick-scooters, skateboards, self-balancing scooters and unicycles;
  • govern three-wheeled vehicles; and
  • clarify that the use of an automated driving system is allowed only if authorized under a pilot project or by a technology testing permit.

The Highway Traffic Act and The Drivers and Vehicles Act are amended to require all motor vehicles and trailers to be registered and plated even if a permit is issued for the motor vehicle or trailer exempting it from weight and dimensions requirements. Consequential amendments are made to The Off-Road Vehicles Act and The Manitoba Public Insurance Corporation Act.

Bill 44 The Minor Amendments and Corrections Act, 2026/Loi corrective de 2026The Minor Amendments and Corrections Act, 2026 corrects typographical, numbering and other drafting errors. Amendments are made to the French version of various Acts to update language and terminology and to ensure compatibility between the English and French versions. Other minor amendments are also made to various Acts. Five private Acts are repealed.

Bill 45 The Yellowquill University College Act and Amendments to The Advanced Education Administration Act/Loi sur le Yellowquill University College et modification de la Loi sur l’administration de l’enseignement postsecondaireThe Yellowquill University College Act is established to acknowledge the role of Yellowquill University College as part of Manitoba’s post-secondary education and advanced learning system. Related and consequential amendments are made to The Advanced Education Administration ActThe Colleges Act and The Municipal Assessment Act.

Bill 46 The Securities Amendment Act/Loi modifiant la Loi sur les valeurs mobilièresThe Securities Act is amended as follows.

  • New investor protection measures are added, including prohibitions on certain representations, false statements and unfair practices while engaged in promotional activities. Aiding, abetting and counselling someone to contravene securities law is also prohibited.
  • The Manitoba Securities Commission is given the authority to regulate benchmarks that are used for reference in determining the value of or amounts due under contracts, securities and other financial instruments.
  • The commission is given the authority to designate a dispute resolution service for the investment industry. The designated dispute resolution service may make binding decisions when resolving a dispute.
  • Under amendments to civil liability provisions, a person that consents to provide information in an offering memorandum or other prescribed disclosure document is subject to the same liability as if they had provided the information in a prospectus. Amendments to certain defences shift the burden of proof from the plaintiff to the defendant.
  • An investor is permitted to apply to the commission for a compensation order despite having commenced a civil action for damages to recover the same financial loss.

Bill 47 The Apprenticeship and Certification Amendment Act/Loi modifiant la Loi sur l’apprentissage et la reconnaissance professionnelleThe Apprenticeship and Certification Act is amended to require an online public registry to be established that provides information about journeypersons and other specified persons who are subject to the Act. The executive director is authorized to share information with educational institutions and other persons providing technical training or other services under the Act.

Bill 48 The Real Property Amendment and Planning Amendment Act (Land Conveyed for Public Purposes)/Loi modifiant la Loi sur les biens réels et la Loi sur l’aménagement du territoire (biens-fonds cédés à des fins publiques)The Real Property Act and The Planning Act are amended to deal with easements on land set aside for public purposes. The Planning Act is also amended to clarify that land set aside for public purposes may be used for the works of a municipality.

Bill 49 The Business Practices Amendment Act/Loi modifiant la Loi sur les pratiques commercialesThe Business Practices Act is amended to apply to business practices related to the use of algorithms or automated processing and large-scale data collection to increase the price of a consumer good for a specific consumer.

Bill 50 The Pharmaceutical Amendment, Regulated Health Professions Amendment and Public Health Amendment Act/Loi modifiant la Loi sur les pharmacies, la Loi sur les professions de la santé réglementées et la Loi sur la santé publiqueThe Pharmaceutical ActThe Regulated Health Professions Act and The Public Health Act are amended as follows.

Pharmaceutical Act – Amendments are made to authorize a pharmacist to prescribe a substitute drug if it has the same therapeutic effect as a drug originally prescribed by another health care practitioner. The health care practitioner that issued the original prescription or the patient may instruct a pharmacist not to make a therapeutic substitution.

Regulated Health Professions Act – Amendments are made to enable colleges and associations that regulate health professions to amalgamate. An amalgamation may be requested by a college or association or initiated by the minister. The minister initiates the amalgamation process by making an order appointing a first council of the amalgamated college and, if necessary, appointing an administrator to assist with the amalgamation. The regulation to continue the pre-amalgamation colleges and associations as an amalgamated college must be made by the Lieutenant Governor in Council. Amendments are also made to an unproclaimed Part of the Act to reflect the amendments made to The Pharmaceutical Act.

Public Health Act – Amendments are made to clarify that a detention order may be varied on application by a public health official or the detained person. In addition, a request by a public health official to extend the duration of a detention order is to be heard by a provincial court judge rather than a judge of the Court of King’s Bench.

Bill 51 The Public Sector Artificial Intelligence and Cybersecurity Governance Act/Loi sur la gouvernance de l’intelligence artificielle et de la cybersécurité au sein du secteur publicThe Public Sector Artificial Intelligence and Cybersecurity Governance Act is established. If required to do so by regulation, a public sector entity, such as the government, a government agency, a health authority, a university, a school division or a municipality, must comply with regulations governing the use of artificial intelligence systems and cybersecurity. The subject matter of the regulations could include requiring

  • the provision of information about the use of artificial intelligence systems;
  • the development of accountability frameworks; and
  • the reporting of cybersecurity incidents.

The regulations could also set technical standards for the use of artificial intelligence systems and cybersecurity. In addition, the minister may issue directives about cybersecurity to specific public sector entities.

Bill 204 The Timely Construction of Residential Housing Act/Loi sur la construction de logements résidentiels en temps opportunThe Timely Construction of Residential Housing Act is established. A municipal authority may revoke a building permit that authorizes the construction of residential housing if the developer fails to complete the construction within a specified period. A developer who objects to the revocation of their building permit may appeal to the Municipal Board. If the Municipal Board overturns the revocation of a building permit, it must set a new deadline to complete the construction of the residential housing.

Bill 205 The Milk Prices Review Amendment Act/Loi modifiant la Loi sur le contrôle du prix du laitThe Milk Prices Review Act is amended. The price of milk to be paid as a result of an order of the Manitoba Farm Products Marketing Council must be published by the Manitoba Council in clear and understandable language.

Bill 206 The Specialist Wait Time Reporting Act/Loi sur la présentation de rapports concernant les temps d’attente pour la consultation de spécialistesThe Specialist Wait Time Reporting Act requires the minister to publicly report on wait times for consulting with a medical specialist and for receiving care from the specialist. The reports must be made twice each year.

Bill 207 The Health System Governance and Accountability Amendment Act (Reporting When Timely Care Not Available)/Loi modifiant la Loi sur la gouvernance et l’obligation redditionnelle au sein du système de santé (communication de renseignements en cas d’impossibilité de fournir des soins en temps opportun)The Health System Governance and Accountability Act is amended to require a health authority to inform a patient when the authority is unable to provide care for the patient’s serious medical condition within the medically recommended time. In these circumstances, the patient must be informed that they may wish to seek care outside Manitoba. A health authority must report the death of a patient who is awaiting treatment for a serious medical condition to the minister. The minister must publicly report on the number of such deaths that occur each year.

Bill 213 The Earlier Screening for Breast Cancer Act/Loi sur l’abaissement du seuil d’admissibilité au dépistage systématique du cancer du seinThe Earlier Screening for Breast Cancer Act requires the minister to develop and implement a plan to lower the initial eligibility age for routine breast cancer screening services without a referral from 50 years to 40 years by no later than December 31, 2026. The minister must report annually on the status of the plan, including the number of screening mammograms performed.

Bill 217 The Celebration of Philippine Independence Day Act (Commemoration of Days, Weeks and Months Act Amended)/Loi sur la Journée de la célébration de l’indépendance des Philippines (modification de la Loi sur les journées, les semaines et les mois commémoratifs)The Commemoration of Days, Weeks and Months Act is amended to proclaim June 12 of each year as Celebration of Philippine Independence Day.

Bill 218 The Climate Action Month Act (Commemoration of Days, Weeks and Months Act Amended)/Loi sur le Mois de lutte contre les changements climatiques (modification de la Loi sur les journées, les semaines et les mois commémoratifs)The Commemoration of Days, Weeks and Months Act is amended to proclaim the month of April of each year as Climate Action Month.

Bill 220 The School Bus Seat Belt Safety Act/Loi sur les ceintures de sécurité dans les autobus scolairesThe School Bus Seat Belt Safety Act is established. Each school bus manufactured after 2026 must be equipped with three-point seat belts for passengers. Every school division, school district and independent school must establish and implement a policy respecting student use of seat belts on school buses that are equipped with seat belts.

Bill 221 The Highway Traffic Amendment Act (Increased Penalties for Passing School Buses)/Loi modifiant le Code de la route (peines accrues en cas de dépassement d’autobus scolaire)The Highway Traffic Act is amended to create higher fines when a person is convicted multiple times of passing a school bus that is stopped so that students can enter or exit the bus.

Bill 227 The Highway Traffic Amendment Act (Impaired Driving Measures)/Loi modifiant le Code de la route (mesures en cas d’infractions de conduite avec facultés affaiblies)The Highway Traffic Act is amended to impose additional consequences when an impaired driving offence involves bodily injury or death. A 30-year licence suspension is imposed on a person when they are convicted of such an offence and a lifetime suspension is imposed for a second conviction.

Bill 228 The Workers Compensation Amendment Act (Distribution of Surplus Funds)/Loi modifiant la Loi sur les accidents du travail (distribution des fonds excédentaires)The Workers Compensation Act is amended to require the Workers Compensation Board to distribute surplus funds to employers if the ratio of the board’s assets to liabilities exceeds 1.25. The distribution must reduce the ratio to 1.15 or lower. At the board’s discretion, a distribution may also be made when the ratio exceeds 1.15. In either case, the amount distributed must not reduce the ratio below 1.0.

Bill 229 The Christian Heritage Month Act (Commemoration of Days, Weeks and Months Act Amended)/Loi sur le Mois du patrimoine chrétien (modification de la Loi sur les journées, les semaines et les mois commémoratifs)The Commemoration of Days, Weeks and Months Act is amended to proclaim the month of December of each year as Christian Heritage Month.
