How will Bill 37 change your plans? An introduction to The Planning Amendment and City of Winnipeg Charter Amendment Act
SPEAKERS: Mike Teillet, Senior Project Lead, Community Planning Branch
Janis Pochailo, Regional Manger, Community Planning Branch
On May 20, 2021, the Manitoba Legislative Assembly passed Bill 37, The Planning Amendment and City of Winnipeg Charter Amendment Act. The service standards and appeal provisions in Bill 37 were proclaimed October 29, 2021. The capital planning region and major development regulations will be proclaimed at a later date.
Bill 37 will modernize planning and permitting processes and reduce red tape on development, while balancing the public interest. This Bill is anticipated to introduce a number of changes to improve efficiency, transparency and accountability of planning and permitting, while also enhancing opportunities for economic growth across the province.
Bill 37 will have an impact on Manitoba municipalities particularly as it relates to the addition of an appeal process to a provincial body in the event a plan is rejected by a municipality.
